RPG IV is not necessarily RPG/ILE.

It doesn't matter in the slightest whether you use "ILE features." RPG IV is, by definition, ILE RPG. There is no supported way to produce an OPM program from RPG IV source.

EPM was a set of extensions overlaid on top of OPM.

ILE is not.

There are fundamental differences between ILE and OPM programs. They don't even use the same hardware-independent machine interface: OPM programs use the same MI that has been accessible to developers since the S-38 days. ILE programs use something that is just as hardware-independent, but is quite different (and cannot be accessed directly through any supported interface unless you happen to work for IBM Rochester).
