I haven't kept up with this thread, so I apologize if this was mentioned, but you could also create your own browser that had the functional limitations (like no or limited back button operation) using the base Mozilla code. Our company actually talked about doing something like that and building in some extensions that would work specifically with our application. Taking that approach on a large project may make some sense when Javascript isn't an option and you want total control of the browser. How practical that would be would be your business decision.

The MPL license that Firefox is distributed under would allow you to build a "Pete's pretty good browser" version that you could specifically modify to your liking. It may make more sense to take that approach than to create a Rich Client interface using Eclipse for example. Open source expands your options in this case and might be worth a look. You might even build something that is System i specific (not sure what that would look like or what functions would make sense, but you *could*)
