Part of the problem may be with the Activation Group.
Regardless of when you officialy CLOSE the SQL Cursor, the file remains active
in the jobs Activation Group until it ends. If you have set the cursor to
close at *ENDMOD, your cursor will be closed, but if you look at the Open Files
in the job, you will still see the file. In fact, if you then call the SQL
Program again, it will *NOT* use the existing file in the job, but open it
again each time.
The only time this has been a problem was when the program was being run
interactivly and the activation group was not deleted. The only solution I
have found was to make any interactive SQL program run in activation group *NEW.

I do not believe %open will tell you squat about files opened with SQL.
