A PC with an X10 "firecracker" controller could be used for a low cost 
solution.  I think there is a SDK for the X10 control module, so a simple 
application could be written to activate or deactivate a device via a 
command-line call.

It certainly is possible, but will be very 
hardware dependent (what is the light connected to).

This point can't be stressed enough.  Basically you need to go find or 
make a device that the iSeries can talk to.  There are a bunch of 
possible solutions that involve a photosensor, relay and PIC 
microcontroller, all using a serial port (which iSeries can drive/query 
via an ASCII controller and ICF file.)

An alternative is to use a PC to control the light and to control the PC 
via remote command, which you can evoke through RPG via system(), 
QCAPCMD, QCMDEXC and so on.  See RUNRMTCMD for details.
