What's the exact error message you get?
NOT IN should work. At least I can't see anything wrong in your statement. 

You may also try the following syntax, that mostly results in a better
performance:
SELECT DISTINCT QDSTCD CONCAT DIGITS(QDAREA) CONCAT DIGITS(QDBANK)   
FROM BRDETAIL exception join BANKINST on QDINST = QIINST
WHERE QDDGRP = 'DEP' AND QDVERI = 'N' AND QDCLVL = '5'

The following statement executes fine... however, I want results based on 
QDINST not being found in BANKINST... I simply tried changing "IN" to "NOT 
IN" and it didn't like it... any suggestions?

FROM BRDETAIL WHERE QDDGRP = 'DEP' AND QDVERI = 'N' AND QDCLVL = '5'
