Try removing the DISTINCT keyword and put the NOT back in and write the 
results to an outfile in QTEMP.   Then run a SQL over the file in QTEMP 
using DISTINCT. 

 SELECT QDSTCD CONCAT DIGITS(QDAREA) CONCAT DIGITS(QDBANK) 
FROM BRDETAIL WHERE QDDGRP = 'DEP' AND QDVERI = 'N' AND QDCLVL = '5' 
AND QDINST NOT IN(SELECT QIINST FROM BANKINST)
