If you are truly using a "data dictionary", as described by IDDU, do not 
look at DDS at all.

GO IDDU
1. Work with data definitions
3=File
1=Create
...
F10=Work with database files
1=Create

And you create your file that way, without DDS, without SQL, without 
anything that most people on the iSeries understand.

I just created a file called BERMAN as a sample.
