Application should be designed in the most user friendly way.  6 digits
date field is the norm in US ==> Most screens should be designed to only
display/enter in 6 digits format.  There are, of course, some
exceptions.  Birthday, for example, should be designed to require 8
digits date field on the screen.  

All above should only apply to screen design only.  In database, all
date fields should be stored with century in database.
