Normally I would say a multi-dimensional array.
Well as of V5R2 you can effectively use multi-dim arrays.
The following appears to match the way you describe the data. I'm not
convinced it provides a solution but ...

d monthData
d water 7p 2 overlay(monthData)
d trash 7p 2 overlay(monthData: *next)
d sewer 7p 2 overlay(monthData: *next)
d elements 7p 2 overlay(monthData) dim(3)
/free
months(1).elements(1) = 0;
