Another potential difference is if parameters are being passed.  CL has a 
lot of rules that are best handled by using a CMD file and NOT using CALL.

Oh, and on the S/38 (if your code is that old) I don't think SBMJOB had 
the CMD option so RQSDTA was your only option.
