Jerry,

The only difference I can think of would be if the subsystem to which the
job is being submitted has any routing entries which reference the RTGDTA of
the SBMJOB command. But that would only be important if you used the second
version and the RTGDTA parameter had a value different to the default (which
is, I think, 'QCMDB' and ensures the job is processed by QCMD).

Basically, the answer is that there is no functional difference between your
two examples.
