I the absence of comments from anyone who is actually using it, I guess
it's  "dead in the water" at least for the moment.
HWPF doesn't yet contain enough code to make it useful. They started writing it -- but didn't get far enough that it's useful for generating Word documents.
Consider using HTML, RTF or PDF instead of Word for the output of your RPG program. In the long run, they're much better alternatives because they aren't as proprietary. 

What's the advantage of using Word?  I can't think of one.
