Exactly...these are on all other platforms except iSeries. I still remember the C Smorgasbord utilities, and that's 20+ years ago. I haven't worked with many packages, but I understand that a lot of programmers would like to use modern techniques, but they can't because the package software is so out of the mainstream that they can't. On Windows platforms, C and C++ includes are pretty standard, often a VB module containing the VB definitions is also there. Or, instead of letting you call their DLL directly, they'll provide an OCX control instead. For Java and .NET platforms, these types of includes aren't necessary.
