I have a free open source solution to do this using RPG (note there is some Java classes behind the scenes, but you do not need to have any knowledge of Java to make it work). I have users, go to Tools --> Transfer Data from iSeries. Then have them select a data transfer request that is saved to their personal network drive. It's been awhile, but if I remember correctly... the file doesn't even have to be CSV, just a regular database file.
