Re:base year

I would only perform this code if the value of 'YY' is greater than the
current year.
that would narrow down my odds,
1)  no one can have a DOB before the current date.
2)  there should not be that may people that are over 100 years old.

True. I'm making an assumption (I know...) that she knows her dataset
and understands the implications of forcing the 19xx into the date. One
time conversion maybe?
