I played with your idea.

 By moving the eight character 'mm/dd/yy' field to a nine character
'0mm/dd/yy' field and then
using *CMDY I got 19xx year.

What is birthdate? Numeric? What if you used a date format of *CMDY
instead of *MDY? Since the leading 'C' value would be zero I would think
that would force everything into the 19xx range.
