You cannot download it.  It comes in a multipage plastic sleeve containing 
multiple CD's you can install it from, or one DVD.  If you are on a 
supported version of OS/400, and are running the RPG compiler you are 
entitled to it free of additional charge.  Now, you may have received an 
older copy with your V5R3 media (can you find that?).  I'd recommend 
getting the current version!!!  Your Business Partner has to order it for 
you.  Just tell your BP, or have your management tell your BP, that you 
want them to order this:

It's a no charge feature.
And after you install it, then go through the steps to have the downloads 
automatically applied.

Again, get the V6 version, especially if you are starting from scratch.
Prior to v5.1.2 it was an abomination.  v5.1.2 was very good.  But if your 
starting from scratch, get the V6 version.  Upgrading to v6 from a prior 
version is pretty much an uninstall/reinstall and I don't see the point of 
that on a new install like you.
