It depends.
If they enhance RPGIV %DEC so that is converts dates, then that's just
generated code that doesn't require a runtime/PTF to work on a back-release.
If it to leverages something like XML natively in RPGIV, maybe, maybe not. 

All I'm advocating is that the compiler should always be shipped for V5R1 or
V6R1 or V7R1 runtime and never for V5R2 or V6R2 or whatever. 
Whenever a feature is released, it should work in the current VERSION of the
compiler and thus the base RELEASE of the OS. That is RELEASE 1 of the
VERSION. 
I would prefer that I be able to compile on V5R1, but as long as the new
features run on V5R1, I don't care. That is I don't care if I, as a
developer have to continue to install the latest release to get a copy of
the compiler that allows me to use a V5R3 feature. But I don't want to force
my customers or branch offices to also be on V5R1 just to use a damn %DEC
enhancement; that should work on V5R1.

I agree with you that if the remote won't upgrade to a current release of 
the OS then why do we assume that they'll upgrade to a current cume?  Like 
all the bandwidth burned because the person who started this is running a 
cume from 3 years ago.

However, I suspect Cozzi will argue that the bif enhancement should not 
require any runtime enhancement and therefore the ptf argument doesn't 
hold water.  Right Bob?
