Rob, I think they do that for one of two reasons. 1) They are used to using SEU and have a habit of exiting the tool when they are finished. 2) WDSC uses up so much resource that shutting it down is the only way they can do other work on their PCs. With my (free) Visual RPG Editor (CodeStudio), I leave it up for hours, but also, occasionally shut it down and start it back up. Why? I don't know; but doing so doesn't cause me to wait "centuries" for it to start back up. In fact, it normally starts up faster the 2nd time. The curious thing, my colleagues that use Exclipse, don't have the same issues I'm seeing posted here with respect to WDSC/i.
