I don't think there's a way to do
call mypgm parm(d'12/31/2005') like you can with hex values like call 
mypgm parm(x'0E')

What the other person was suggesting was
call mypgm parm('12/31/2005')
then in your rpgle you do something like
     D PALMER          PR                  EXTPGM('PALMER')
     D  InDate                             like(WorkDate)
     D PALMER          PI                        *ENTRY PLIST
     D  InDate                             like(WorkDate)

     D WorkDate        s             10a
     D FinalDate       s               d   datfmt(*usa)
     D

       *inlr=*on;
       dsply InDate;
       FinalDate=%date(InDate:*usa);
       dsply FinalDate;
       return;
      /end-free
