Depends.  Two scenarios:  Matching records and no Matching records. 
Matching records will be indicated by M1, M2, etc indicators on a field or 
set of fields.
Without matching records it will read all the records in Primary file. 
When that is done it will process all the records in the secondary file. 
I've actually seen applications where everytime a new division was added, 
and they wanted to combine divisions into one file they'd add another 
secondary file.  (Yes, you can have more than one secondary file.)
With matching records is beyond the scope of this email.
