The 'F' Spec file never populates the fields...  

If all the "file fields" are located in the sub-procedure, the fields are
never populated on my chain...  

I have to move the fields into the main area of the program, either as
d-specs or c-specs, so they will be populated, thus usable in my procedure..

Is there a way around this?  I tried using an external DS, but that didn't
seem to work either...
