Check with your VAN as to what connection options are available. I believe it was recently posted in midrange-l that one VAN is dropping dialup. I've been working with Sterling and they support a lot of connection options. One traditional method is Bisync (BSC) dialup which you could do with RPG and a ICF file. For practicality you'd need a modem that supports synchronous dialing commands. Typically your old ECS modem would work. There's a learning curve here that might this an impractical project. A more modern approach would be to FTP the mailbox data to/from the VAN. The trick would be setting up the working "scripts" neede to do the transfers. The archives should have something on using FTP with the input and output file overrides and examples. Our Van had some documentation on their website on how their FTP exchanges worked. Your VAN may have something similar.
