If all you want to do is convert via CCSID, that's easy with iconv(). Well
not easy, but do-able
With RPG xTools you call xLateCCSID and your'd down.
If you don't have them, watch out for the return handle in the icon() API
itself it can be a little tricky. Also make sure you call the open and close
routines as well as iconv() itself.
