        from what you say I assume you want to initiate the
transfer from the AS/400 side. This makes it trickier and
to be honest there are others on the list who have better
expertise than myself in this area.

However....
I believe that you may still be able to do it in the following
way (note I haven't done this myself !).

On the pc create a BATch file (say DOWNLOAD.BAT) to execute 
the ftp copy as previously mentioned.
Then on the AS/400 do

STRPCO     PCTA(*NO)
STRPCCMD   PCCMD('c:\{PCdirectory}\DOWNLOAD.BAT') PAUSE(*YES)
