To use commitment control the file must 1st be journaled.  But
journaling a file is independent of commitment control. In other words
you can journal a file without commitment control but you have to be
journaling before you can use commitment.

Is there any relationship between Journaling and Commit control?

i.e., To journal a physical file, does the Commitment control be ON or
is there any other relationship.
