You can take a look at CGIDEV2.
Or try to implement Brad Stone's CGI approach. He wrote two books on that topic 
and markets a toolkit for that (see www.bvstools.com).

There are other third party solutions out there, as well, but that depends on 
your budget:
RPGsp (RPG Server Pages)
Strategi.
