I did the same thing some years ago, there are é steps :

1- retrieve constant from source file (DSPF) and put them in a MSGF.
    AAA0001    F3=Exit         (from dspf1)
    AAA0002    F3=End        (from dspf2)
    ....
    change the dspf to replace constant by msgid


2- merge multiple msgId into one
    xxx0001       F3=Exit
        and in a file
                AAA0001=xxx0001
                AAA0002=xxx0001

    change the dspf by replacing old msgid by the new one

After that you can easly make an OVRMSGF     (CNTMSGF by CNTMSG_EN...)
or make the same msgf inti differents library.

You must have a pgm for managing the constant :
    Add, change ... (it is easy to transform MSGTEXt from MSGF to PF or
other... RTVMSGD, CHGMSGD..)
