'03' between '0' and '9'

I have this code in my program:

If        %trim($OptFctr) >= '0' And
          %trim($OptFctr) <= '9'
------->

When $OptFctr = '03' this condition is true. Why?
$OptFctr is 2A.

Currently at V5R2.
