I presume you are running the API against a real batch job i.e., one that actually was submitted via the SBMJOB command?
The fact that these batch job fields are blank tells me the job for which you are requesting information never went near a job queue.
Interactive jobs, BCI jobs, and any number of other job types that don't go via a job queue won't populate these fields.
