I don't agree with this generalization.

I have done more than my share of CGI programming, and am learning
.NET, so I hardly qualify as a green screen bigot.  But, I have found
in my life as a user as well as a programmer that complex processes
work more efficiently in (well written) green screens than via the
browser.  The key here is well-written.

As an illustrative example . . . a well-written green screen order
entry or item maintenance application will be (IMHO) easier to use and
navigate than a web equivalent.  There are advantages to the browser
(this question points one out),  but efficiency is not one of them. 
The green screen will have a higher learning curve, but once learned,
the staff will be far more productive.
