Aside from CHECK(ER) mention earlier another alternative offering better
control is a command key to display a pop-up selection list showing both
code and desc to select from. After making the selection return the user to
the original dialog with both the code and desc filled in, from here the
user may press enter and proceed.

To keep your help facility current and up-to-date have your help manager
based off a database file reading the violation desc file.
