Misinformed.  The tools have been bundled with the compiler to one degree or
another since (I think) V4R4.

One V5R1, V5R2 and V5R3 the tools are _always_ packaged.  Currently the
package you license is WebSphere Development Studio (WDS) see
www.ibm.com/software/awdtools/wds400/ for more details.  As you will see
this contains all of the compilers (COBOL, RPG, C++) - plus SEU/SDA/PDM -
plus all the workstation tools (WDSc, CODE and VARPG)
