When I taught myself RPG II back in 1985, I sat down with the Reference Manual and converted a COBOL project I had had to write at college. It was only a basic little thing, around a dozen programs that did stock reporting, inventory transactions and the like, but it was enough to make me think and give me a direction on what I needed to do to learn the language. If the people you're going to train can program in another language, get them to convert something - it'll make them focus on the syntax rather than the methodology.
