No, the data he posted was what he was expecting.  (it's a base64 encoded
digital encryption key)

That's not the problem here, however, if you'd like to change the CCSID of
the data in the file, it can be done with QShell's iconv command (not to
be confused with the iconv() API)  Or from CL with the CPY command.
