When I have that issue, I usually override the file (OVRDBF) before I
compile.  Assuming that the two files above have the same format name,
and level identifier, this works.

But I agree in a way, it would be nice, especially when you have a
file that is in a library that is not in your library list, but it is
on the system, and you resolve it in your F-specs with an extfile
keyword, and specify the actual lib and file name (not a variable),
but the compile still insists the file be in your library list.
