We are converting code from another language to RPG free form.  Some of the
old language functions could either pass a character or numeric depending on
what the first parameter (function) is.  So depending on the first
parameter, I know what to expect after that.  As Bob mentioned, sadly
there's no way to perform the same type of function.....  We'll just pass it
with a %editc or %char to the function and then %dec it back....

I have a few different ideas, but I'm not really sure if I understand the
scenario.  What are you going to do with the passed data?

It seems to me that you really need to know whether the data is character
or numeric in order to be able to use it later in the subprocedure.  What
is it that you're planning to do with the parameter once you have it?
