I was thinking of a small utility from Midrange Computing, January 1999: Prompt 
User. But that is only for interactive jobs and for the job it is runing in. 
Code is not available there, but I could send you a copy of line, if requested.

Perhaps you could try the QEZSNDMS API. This will send a message to all 
sessions the user is actually logged in. It can use *INFO and *INQ.
