I ordinarily have this issue when the data structure is an externally described file record. I do not know why there is a problem with one kind of data structure, but not another. I just know that the INZ keyword on the data structure or subfield definition initializes the storage to expected default values for the data type. Perhaps the more enlightened will chime in to explain why an error does not result in every data structure.
