Another reason (good or bad) is lack of time.  Not necessarily from the 
development staff but from the QA department.  

The core or our software is a package that looks a lot like RPGII to me.  Most 
of the programs are RPT source types.  New development is done in RPGIV and 
most of the staff have even progressed to free form.  I wanted to convert a 
couple of our core programs to ILE but was told I couldn't because it would 
take too long to do the testing.  No one had the time to run all the scenarios 
through to satisfy the business.

There is also an adversion to using the conversion tool to convert code from 
RPGIII to RPG/ILE because someone had a problem sometime in the past.  I don't 
think it was even with the IBM tool.  Now, whenever someone mentions converting 
a program that instance is always brought up as a reason the tool doesn't 
convert properly.
