We had this same problem a few months ago.  Tried to delete an alias, got an 
error
saying it didn't exist.  So, tried to create the alias, got an error saying it
already existed.  

I do remember that we had to download a few PTF's that were not in the cume or 
the
DB group.  My notes show SI09517 & SI10134 were PTFs that we needed to download
individually.  (I searched the APARs & PTFs on IBM's site for CPF32A6.)

Do a DSPLOG on CPF32A6.  If you are getting this, you need to do a RCLSTG
SELECT(*DBXREF).
