Debugging error with online RPG400 program

OS/400 V5R1 with TL03175...

I'm encountering the following error when I try to run an online program.

This error occurs whether I debug it as an OPM program with STRISDB OR if I
convert it to RPGIV and debug it with STRDBG.

CPF5063 Data sent to device QPADEV002F not valid.  Device response code
10050126.
 Session or device error occurred (C G S D F).
 D

This is happening on a write to the display file.  However, when I run this
program *without* debugging in effect, it works fine!

What gives?  Is this something for which there is a PTF available?
