First, I think I would take the "use a different activation group"
option, and avoid the problem of the MONMSG picking up the notify
messages.

I can't guess what notify messages you would get, and even if I knew, I
couldn't tell you whether it was better to handle them or percolate
them.  If I was going to use a condition handler, I guess I'd run the
handler in debug while running my program, and see what messages I was
getting.
