To make it clearer, we use an economic incentive "you WILL pay a lot more if you stay on an unsupported release" to keep customers current. Those who choose to stay on an older release (for whatever internal reason) get to use our Custom Software pricing for maintenance. They don't tend to want to do that, so instead of 'they all use custom software', think 'a few diehards will be more willing to pay by the hour rather than upgrade anything at all.'
