The only thing I can think of that would cause this to keep looping would
be if KF_LINE is not part of the FILEKEY15.
Why such convoluted code?  I mean, you're checking the value of %EQUAL
once before the loop, and then 3 more times during the loop.  You can
accomplish the same thing with only one check of %EQUAL, and with much
less code like this:
     c                   eval      KF_LINE = 1
     c     FILEKEY15     setll     FILE15
     c                   dow       %EQUAL
     c                   eval      KF_LINE = KF_LINE + 1
     c     FILEKEY15     setll     FILE15
     c                   enddo
