Brad: Not coding USROPN doesn't mean you can't explicitly open and close
your file in the program. It just means that the file is implicitly
opened on program initialization.
In other words, without USROPN, the file is automatically opened on
program initialization, AND you can also freely open and close the file
at will during the running of the program.
Coding USROPN just means that you don't get the automatic open on
program start.
