Perhaps its because you're passing a signed value instead of the unsigned
value the prototype requires... here the one I included in my RPG ToolKit
(www.rpgiv.com/toolkit)

     D sleep           PR            10U 0 ExtProc('sleep')
     D   seconds                     10U 0 value
