Bob Cozzi suggested HTML, yes.  That would be the tool.  I am interested in
the grouping schema.   A search engine is nice of course but that does not
address the naming, indexing, and documenting method.

Please help me ask the questions!! (and thank you for posting. I was
beginning to feel like the only one that hasn't mastered this yet.)
 
The responses are valuable and I understand them (mostly). But like all the
other times I've walked down this path when I get home from the seminar it
no longer makes sense.
 
Still not discussed by anyone yet is how to group and document these pieces
so the function can be found later and reused.
