I can create a CDATASection .
I can also create the CDATA wrapper 'manually' by addding  "<![CDATA["  en
"]]>" to a string  and create a "Text"Node  
Both ways work fine, as far as there are no special chars.

I can now make it work when I create an output in codepage 819 .

Since XML is an open manner to communicate with external partners,
The output also should be in a universal codepage - so say our partners ,
and I think they are right -
Therefore the output must be in UTF8, codepage 1208 .

PS: to translate characters, I use the iconv routines 
For now, I shall have to create a doc in 819 and than do a conversion to
1208 ... ?

So is your problem that you can't create the CDATA wrapper or that even if
you do it still won't accept it?  What are you using to translate the
characters?
