Peter,

Our Slipstream product has exactly the functionality you describe and it
employs the user space method. I'm confident this will be the most efficient
and certainly  we have not had any performance problems as a result of this
technique.

Incidentally, the limit on the maximum number of rows varies depending on
the Excel/BIFF version you're implementing:

    -    BIFF5 limit is 16383 (x'3FFF')
    -    BIFF8 limit is 65535 (x'FFFF')

Best of luck - creating Excel is a LOT more complex than creating CSV,
believe me!
